为了应对堆积如山的未决案件，繁忙的新宿中央警察署在署长前川诚一（桥爪功 饰）的主持下，另外成立了刑侦科特殊组（0系）。名头虽然拉风唬人，然而“0系”的实际含义是“期待值为零”。以组长笠井升（平泉成 饰）为首，其麾下成员皆是其他各部门吊车尾的人物。原本分属蒲田东署和足立署的刑警山下俊介（伊藤英明 饰）和田代启一（坂口宪二 饰），作为最后两名队员加入特殊组，这对旧相识被安排作为搭档共同执行任务。在署内，特殊组被刑侦科看作鸡肋一般的存在，而组内成员似乎也各有各的毛病，干劲缺乏。 虽然不被其他人所重视，但山下和田代这对满腔热血、莽撞果敢的好搭档永往无前，誓以自己的实际行动证明特殊组的真正价值
